About SAM

The Samarth Accessibility Metric (SAM) is India's first comprehensive assessment and rating system designed to evaluate and standardise accessibility in built environments and public spaces. Launched under the "Samarth by Hyundai" initiative in partnership with Samarthyam (Centre for Universal Accessibility) and the Times Network, SAM provides a structured roadmap for organisations to move beyond basic compliance toward true universal design.

The Vision

SAM is a pioneering framework developed to measure, monitor, and improve accessibility standards across India. Aligned with the Rights of Persons with Disabilities (RPwD) Act, 2016, SAM serves as a credible benchmark for infrastructure — ensuring public and private spaces are inclusive, safe, and navigable for everyone, including Persons with Disabilities (PwDs) and senior citizens.

SAM shifts the focus from "intent" to "implementation," offering a data-driven approach to identify barriers and a clear, tiered recognition system to celebrate progress.

Key Features of the Framework

  • Comprehensive Evaluation across physical infrastructure, transport systems, and information & communication accessibility.
  • Standardised Rating System with three tiers — Silver (foundational), Gold (advanced inclusive design), Platinum (national benchmark for universal design).
  • Evidence-Based Audits led by specialised accessibility auditors, often including professionals with lived experience.

Who is it for?

SAM is designed for stakeholders committed to the Accessible India Campaign:

  • Government & public infrastructure — railway stations, airports, municipal buildings.
  • Corporate & commercial spaces — offices, retail hubs, industrial facilities.
  • Hospitality & tourism — hotels, museums, heritage sites.
  • Education & healthcare — schools, universities, hospitals.
